The Colonials were being taxed by the British, since they were considered to still belong to Britain. They had no representation in the British government, however, so they protested that since that was so, they should not have to pay taxes to a government that allowed them no input into their rule.

#1. It means that most taxes today are illegal. E.g., I live in the country, yet I pay taxes for the city, but since I don't live in town, I can not vote for the mayor, the aldermen or any one else. I am not being represented, yet I pay the taxes.

It means that a tax should not be levied on a people without their input or vote first.
