I wouldn't propose in the resteraunt, but after dinner. You should set things up... in a multi phase event.
1st, take her to a concert or nice event that is kinda romantic the night before, then give her a letter and teddy which will be waiting at home (yours or hers) for her. I like to link my teddy's to a theme, so if you give a dolphin write in the letter about how your love is deeper than the see; or if you give a stuffed tiger write how she makes you feel like a love struck tiger, etc.
2nd the next day just go to sight seeing places with her, just pretty places that are nice... no shopping, no place dirty, no malls, no markets. If you want stop at a church and pray with her.
3rd that night, bring her to dinner, it doesn't really matter where, it's up to you, maybe Max's or maybe Aristocrats, whatever. It does not need to be fancy, and probably shoudl not be. If you really want to take her to a fancy place take her to one for lunch earlier, like Geurnico's, but again make sure it's quite. The entire 2 days should appear spontaneous, but in retrosecpt or as it happens she will realize it was planned. Very important for her to be surprised, but at the same time realize you're doing somthing on purpose.
That night after your dinner, leave the resteraunt and find a place to sit, preferably a plaza, probably near a church. Find one with water, like a pond or fountain. Sit down and hold her hand and explain what you feel about her and over time tell her why you are there, then when it's right drop down to a knee and propose. Have someone waiting nearby in hiding ahead of time who will spring out and take pictures. This again brings the spontaneousness but show's the planning and seriousness you put into things, and gives you a memory you will cherish.

i like a picnic under the stars right beside jose rizal in luneta.
the thread and ring proposal in the movie stepmom was just sooooo romantic!

Not in Manila. For a once-in-a-lifetime event, you should not impose geographic limitations.
A garden restaurant like Sonya's in Tagaytay, or at Antonio's. They would be most memorable.
But if you insist on Manila, then do it in an old restaurant like Cafe Adriatico in Malate, or the like.

wow.. sounds interesting.. why not try those restos in 5star hotels like Shangrila Hotel in makati... Manila Hotel in roxas blvd... Manila Penninsula and Mandarin in makati..

hmmmmm....manila is way too congested....i would recommend tagaytay...at any spot at the cliffhouse...or at the botique hotel over dinner...
