I have a bone to pick with you -- means I have something against you.

To break the ice means to make the first statement or make the first move

To have a bone to pick with someone is to have an issue with them or something they have said or done.

To break the ice is to start a conversation, to get the talk flowing... to "release the water from under the ice," in effect. (If the water were words... yeah)
