I think he ran his criminal history. I do not want to get in trouble, can I?

If you were not involved - I don't know why you would get in trouble.

Depends on how it was done. If it was done by an employee of the state on the ARJIS/NCIC system then it is illegal -- they are very clear you are only allowed to run criminal histories on relevant subjects (i.e. you can't just look up people's histories on a whim). If it was done by an official background investigative agency, or (more directly) by petitioning the regional court's office then it is legal. Once you have been convicted of a crime that record is public and can be viewed by anyone ... ergo, record of that crime would be easy to access by anyone who knows where to look (which is what background investigation firms do).

anybody can pay to have a back ground check on anybody,.....look in the phone book for private detectives,.....
