To some extent, that is kind of true, at least from an evolutionary and social standpoint. This varies from person to person, event to event, and amongst different age groups, however, it is obvious in many cultures that women show off their bodies as a way to attract males, which in turn provide mental and monetary support for the female. The young men tend to "smooth talk" their way into the bedroom (thus the purpose of the "pick up line"). It is not uncommon for guys to use promises of "I'll always be here for you" or even nice gestures (bringing flowers, kindly complimenting the girl, or taking her out for a romantic dinner) with the idea of sex at least lingering in his background thoughts.
Like I said, all people are at least CAPABLE of unconditional love, or just a one night stand, and most people go through different periods of yearning for just sex, then just love, then back to sex throughout their lifetime, regardless of gender or sexual orientation. However, the statement you listed above IS generally true for much of the population.

I can only speak from my limited experience since I'm neither a black woman or a white man. However my nephew, a white man is engaged to a black woman. They have been together for 9 years and have 3 kids. They had some problems initially, but it had nothing to do with race and more to do with being so young when they had their oldest child. Now, they are very happy! My nephew has dated females of all different races and he really didn't have a preference. If he was into her, that's all that mattered. Now I can say that my soon-to-be niece only every dated white men. She will be the first one to tell you she would never date a black guy. She told me she never had any positive examples of black men in her life, her father and her mother where in and out of prison her entire life. Now, I'm NOT saying there are not positive examples of strong, dependable black men in this world, because I know for a fact there are. I'm simply stating this was her experience and why SHE preferred to date white men exclusively.
