My guess would have been to mark where the dogs in the apt. building are allowed on the grass. But the geese deterrent sounds really reasonable. I'm thinking that they can't be for decoration alone because they are so poorly constructed with those obvious metal rods in what looks like a fairly lush neighborhood.

They have some sillouettes of people and animals. It was popular in our area for awhile. Probably just the essence of being there as it they were guard dogs.

i've seen similar things used simply as decoration, but as for another actual purpose i'm not too sure. could be like the other answerers have said; for guarding or training purposes.

I'll bet they are to keep stray dogs away and to prevent them from peeing and pooping on the grass.
They are not particularly decorative.
