Assuming your laptop has a built in recovery partition then you will be able to run a system recovery by hitting the F11 key immidiately after powering the system on.
If it works you will want to use the advanced option and do a full format (especially if you are doing this because of a virus on your system), beware however all....and i mean all of your data will be lost. The F11 option reloads the unit to its out of the box state. Good luck.

Sorry I didn't read the whole question. Make sure you have the proper drivers for your mouse and, the usb port. Shut down and, restart your computer. If you still have this problem. Go to Wal-Mart and, buy another mouse. When the recovery screen starts choose Advanced>Destructive Recovery>Follow the on screen prompts. Recovery will take about an hour. You will then need to go to Microsoft and, download all the latest updates for your computer. This could take several more hours and, require several restarts. After you have all the latest updates. Reinstall your anti-virus and, any other programs you want or, need. Avast, AVG or, Avira are free if you don't already have one. Be sure to save any music, photos or, other files you want to keep to CD or, DVD before starting the Destructive Recovery.

You can use quick restore. It's in your OS. You need the disc for a complete restore.
