You only pay to self-publish. Traditional publishing, where you submit your work to an agent or editor, you receive a contract, and you go through an editing and printing process, then receive royalties on copies sold -- doesn't cost you anything but postage for submissions. The first rule of writing -- The Money Always Flows TO the Author! Self-publishing is good for niche publishing, but not for general fiction.

Please don't misunderstand this but you are dreaming.
There is no such thing as everything being free.
Please don't be hoodwinked into thinking that you can.
You are either going to have to Pay for
Domain Name.
Web Hosting Service.
Software
There are several out there that claim to offer Free.
But stop and think a minute they are going to have to charge you for one thing or another.
