I think anagrams (different names using the exact same letters) are a good way of naming twins if you want something similar or matching. That way they get their own individual name, but you've got that cute association.

Please don't give them matchy matchy names!

Macie is cute but seems like a name for a young child, not an adult. Just my opinion.

How about Mia (I know it has the M thing but it's my favorite girl name!), Natalie, Valerie, or Vanessa?

Macie Brooke is a cute name. Wasn't sure if Brooks is the middle name or last. I don't care for Brooks if it's a middle name. Even if it's a tribute -- as in your maiden name or something -- Brooke is a nice compromise and much more feminine than Brooks.

Mia Christine/Mia Janelle
Natalie Grace/Natalie Christine
Valerie Grace/Valerie Christine
Vanessa Christine/Vanessa Claire

Is Brooks the surname, or the middle name?

If you went with Macy, I'd say her sister would be Rory, Avery or even Kinsey. (Though the controversial Alfred Kinsey makes me wonder if that last name wouldn't be a burden, especially since the biopic was titled Kinsey.) In any case, Rory is my first choice.

While I like Macy quite a bit, I find the "ie" spelling unappealing.

Sarah, Rebekka, Ashley, Donna, Heather, Gabirella, Penny, Elsie, Deniese, or Jessica. I would say the best combos would be:
Penny, Deniese
Jessica, Heather
Sarah, Rebekka
Gabriella, Ashley
Elsie, Donna
