I hope you aren't asking this for the wrong reasons.
The country as a whole is not strict enough against sexual offenders. Personally, I think they should all be castrated without anesthesia. In Saudi Arabia they chop your parts for committing that crime. I am the most nonviolent person you can ever meet, but when you violate a defenseless child, you deserve the absolute worst that can be put upon you. And it's not an "illness" Leukemia is an illness sexual offenders choose to mess with children.

Each state is pretty strict dude. The women who got elected into the various offices made sure that the laws towards rape in theirs states would be as strict as possible.
