I work in a restaurant and I don't ever have time to take a lunch break but everyday I get money taken out of my check for my lunch.

It most certainly is. But you are supposed to take a break if you work 7 hours or more. if you are too busy tell your manager you need a break and take one as soon as possible. i think you need to have a meeting of the minds with your boss.

That's not legal. Either you get the time to eat the meals you're paying for, or they stop taking the money out. If you can risk losing the job while you fight this if it turns out nasty, bring it up.

If it's store policy then yes its legal. Talk to your supervisor if you truely don't eat, or just get a meal to go and eat it in your car.
