If I'm reading your question correctly, you are not asking whether or not you should HAVE car insurance, but rather whether or not you should USE your car insurance to pay for your mirror repair.
It is usually best to pay for small repairs yourself rather than file a claim with your insurance company. You still end up paying the deductible, and your rates could go up.
If you ARE asking whether or not you actually need to have car insurance, the answer is a definite yes. You don't have to have it on your own car, but you are legally required to have liability to protect others in case you are at fault in an accident.

I don't think the car shop guy is going to care whether you pay with insurance money or cash, as long as you pay. You can get estimates from car places, and the insurance co can reward you an amount based on that estimate, but it's up to youwhere you take the car and what you do with the money. If it costs less to have it fixed, the rest is yours. It's just money.
The car shop guy isn't going to turn you away if you don't have insurance. It's money - whether it's from an insurance company or from grandma's mattress, the money is all the same shade of green in his eyes. (as far as I know... I haven't experience the whole car wreck thing, really)
You should probably pay with cash instead of talking to the insurance company with damage this small - else your premiums will go up for no good reason.

The question in here is: Why the Health Insurance payments keeps getting higher even if the person does not have any health problems and never used his/her Health Insurance? Should it be like car insurance where your payments will get lower if you do not have an accident? And, for those who got sick, their insurance should never increase at all.

well basically i cracked my sideview mirror and the plastic holding it is a little lifted from normal place..

In this world you can get just about anything for cash. You do need car insurance if your State requires it. Even if they don't you are leaving yourself open to serious money trouble if you don't have it. Any shop will fix a car for cash.

You should have insurance it's the law in most if not all states but I'm sure you can pay cash if you want most places would gladly take it as it is easier than dealing with the insurance companies

It will be cheaper and easier to get the repair done and pay for it on your own. That's because an insurance claim will almost guarantee an increase in your premiums. Good luck!

This kind of breakage falls under comprehensive insurance. Usually people have certain deductibles when it comes to this completely optional insurance. If you have zero deductible comprehensive insurance it would be completely covered and WILL NOT raise your rates one thin penny.
