It's apparent you have a clog/blockage. Try a plunger. It might clear the line.

The little fishing village that I live in, in Virginia always
has clogged toilets. Probably because we have septic
tanks and wells. But, a very old plumber told me one day
that when the toilet backs up. Wait until it stops, take
some kitchen dishwasing (liquid, like Dawn or Joy)
squirt it in the toilet...right towards the middle and flush.
I guarantee that will help you with your problem. It has
no choice but to go down. Try it and let me know.
It's worked for me for 15 years.

You've got something obstructing the flow. You need to clear it completely. Once it gets to the outside where it drains to the sewer system it is OK. Check out this article. You may need to use an auger as described to get it all if you have a partial obstruction.
