I heard they were to deter dogs from peeing on the grass... but my dog peed right on the container. What purpose does it serve?

In dry weather they fill the jug with water and make small holes
in the bottom so the plants or trees will have a good slow
watering and soak in the ground better.

I heard if you fill plastic bags with water and hang them up the flys will get disoriented and fly off...maybe its the same thing only its for the bugs on the lawn? Really though, if you sit one by a tree and punch a small hole in it the water will drip slowly and soak in instead of running off.

You have noticed it does not work. Some people still think it does, like burying a bottle with just the mouth above ground to scare gophers!

Well I've heard both your reason and Bindy's so I guess whatever people believe. I have to say though the reason Bindy gave does work as we've tried it. (level 6 water restrictions)
