Absolutely not. Even the best high school football teams put maybe 10-15 guys that even can play at the D1 level, at all.
While the best high school team may have a guy or two better than the best at a school like Buffalo, they have no where near the depth to make it a game. Keep in mind you need more than the starting 22 in football -- you need to go 2-3 deep across the line to avoid getting warn out, and need different positions for nickel and dime packages.
If you combined the top 10 high school teams in the country, perhaps they would have a shot, but even then the size, strength and maturity difference between a high school team and college team would probably make that a laugher as well. Kids get A TON bigger, stronger and faster between age 18 and 22.
The only sport a high school team could beat a D1 team is in basketball, where you only need 5 guys and there are HS squads that are quite loaded across the board.

In Texas, high school football is bigger than God, country, Longhorns, and Cowboys all rolled into one. It's no exageration to say that the top programs ARE all-star teams. This may be true elsewhere but not to my knowledge. Whoever has the very best HS team probably has a 16-yr-old Deion Sanders and half a dozen farm boys who can bench-press Toyotas. The worst Div 1 team has maybe one guy who could have gone to a BCS school while the best HS team has at least 20 who will. I know that a lot of muscle, speed, and experience accumulates as they age, but have you seen a top HS football team? One that I know of sported lots of facial hair and went undefeated for nine consecutive years. Another has a 75,000 seat stadium in a town half that size and has a waiting list for tickets. It has been my dubious pleasure to root for one of the worst Div 1 teams since 1968 and they rarely have the speed, size, depth, or budget of an elite HS program.

Footballs not a game played on paper. Sure talent and conditioning all play important roles in the outcome of games, but at the end of the day It's a game of passion and determination. Sure, if they had enough determination and things clicked they could steal one.

i think it depends on the teams.
but i think its definitely possible.
the top high school football teams, these kids know each other, work well together, their chemistry is good.
