At ground level is highly toxic due to it's reactivity, but
in the atmosphere it helps protect the Earth from UV rays by a chain reaction that is continously happening.

At ground level ozone is a serious pollutant, which can cause health problems. Ozone is highly corrosive. In the upper atmosphere ozone plays an important role in absorbing harmful UV rays from reaching the biosphere.

Ground-level ozone is an air pollutant.It is the key component in smog.It is known as cancer causing agent.It can interfere with the immune system and it can change cholestrol to plaque(which causes hardening and narrowing of arteries) in the blood stream.As an pollutant, it affects the respiratory system of animals.But it has many industrial and consumer applications.
But, ozone in the upper atmosphere filters potentially damaging ultra-violet light from reaching the earth's surface.Otherwise we will be affected by skin cancer,cataract and failure of immune system.Plants sensitive to UV rays will be affected.

yes is the high ozone because you have to see so when you have some problems for these you have to think is high or not high,The level for these ozone you see a groud so when the atmosphere about this you not confused good luck.
