Well, he did say it, here is the portion of the transcript:
CALLER 2: Yeah, and, you know what --
LIMBAUGH: "Save the -- keep the troops safe" or whatever. I -- it's not possible, intellectually, to follow these people.
CALLER 2: No, it's not, and what's really funny is, they never talk to real soldiers. They like to pull these soldiers that come up out of the blue and talk to the media.
LIMBAUGH: The phony soldiers.
CALLER 2: The phony soldiers. If you talk to a real soldier, they are proud to serve. They want to be over in Iraq. They understand their sacrifice, and they're willing to sacrifice for their country.
But the reference is small and insignificant and mostly comes from the caller so its a classic blow up a small thing to be a big deal in the Senate. I could care less about left vs. right, I just think it disgusting that the US Senate wastes its time with debates on who said what on a talk show, or what athelete is taking what legal (at the time) steroids and all the other meaningles drivel.
I think you are on to something it can only be for polictical gain. I cannot imagine the slightest value to the American people that these debates could produce.
I don't much care for Rush but the Senate ought to respect his right to free speech and they ought to devote their limited time to things that matter to Americans like foreign relations, the economy, even climate change if you like but not "he said, she said" gaimes.

From what I have read & heard, they are not lies. HOWEVER...
Congress has no business censuring anyone for exercising their 1st Amendment to free speech, whether they are lying or not, committing libel or not. It is a downright scary situation when our elected leaders don't seem to understand the Constitution enough to realize this.
This is not a one party issue. Supermajorities from both houses passed the resolution against MoveOn. That required substantial support from BOTH Parties.

You're right. It's just another waste of money like the anti-democratic vote on moveon.org. Lot's of other blogs said the same thing as they did, nobody mentioned them and they get more hits. Anyway, how dare he! Rush is a good man. I just bought some pain pills and crank from him last week for cheap! Dogs.
