By borders I meant international borders and border enforcement.

Probably not. Take the US for instance. 50 states and a territory all under one government, but we still have state borders and laws about crossing these borders (under certain circumstances) and each state has its own government and maintains its own set of laws.

I'm thinking a one world government would function in a similar way.
