Improve the diet to strengthen the immune system. Mange is caused by small mites. If the werewolf's immune system is running on all cylinders, the little mites will not be able to infect the skin.

Most likely a mixture of aconite, solomon's seal root, st john's wort, angelica root, fed to them or spread over the skin like a paste.
Or you know, just shoot them, or catch and shave them.
