I am running windows xp
I want to use the built in IIS
I have a router (but it can port foward)
I can use either POP3 or IMAP
I need to be able to recieve and send mail from my IP address (I do not have a registered domain name but I do have a static IP)

Well you can use
http://www.netwinsite.com/surgemail/
its free for up to five users.
BUT - you need a domain to run it or your email will look like
yourname@ipaddress (which no one wants and will probably be flagged as spam everywhere!)

Registrer a domain, they are only $10/year point the domain to your static IP use the domain name when you setup your server!
Poof, instant home email and it only costs 10/year for the domain.

http://godaddy.com
http://www.active-domain.com/
http://domains410.com/
Then your email looks normal... yourname@yourdomain.whatever

How you going to email in/out without a domain name ?

If your just wanting to bounce mail off a SMTP try http://www.softfolder.com/easy_smtp_server.html
If you want a full featured mail server like
http://www.argosoft.com/rootpages/MailServerNet/Default.aspx
or
http://www.mailenable.com/

The only issue is if you dont require auth. people will find the sever and spam from it & you ISP may get a little mad.
