I feel for you, I also cannot concentrate with background noise. I always find a quiet place but if that's not an option for you, I think you should try your headphones suggestion. How about some soft classical music, something you're not going to be singing along to in your head. This might sound extreme, but I see my neighbor wearing hearing protection headphones when he is riding his lawn tractor, I imagine they'd work pretty good in drowing out your roommate!

1. Music by Tiesto is for the most part lyricless and in my opinion very soothing.
2. Invest in a pair of earplugs.
3. Put on your own music loudly so it clashes with their music. Don't turn the volume down if they ask you to. Obviously they aren't kind enough to show you respect, so don't show it to them. If they turn the volume down, turn yours down. If they try to cover up your music, max your volume. They will find out how irritating it really is.
4. Talk to your roomie and say it bugs you. Be very serious and convey exactly how much it irritates you.
5. Or, you can give him/her a taste of his own medicine. Wake up verrry early. Preferably after one of their wild nights out. Put on rock/rap music REALLY loudly. And then put the t.v. on very loudly. And create a bunch of racket.
When they wake-up say you are getting ready, and seeing that they like noise when ever they are awake, say you like the same. When they tell you to turn it down, tell them this is exactly what you feel whenver you try to study.
It might be handy to have tennis shoes on if (s)he starts chasing you in anger though. :-p
6. If the problem if affecting your grades/health then talk to your resident advisor for a room change. They will usually grant it if the problem is bad or they will get you two to compromise.
I feel for ya.
Good luck!

Buy a pair of sound-deadening ear protectors, the kind that fit over the entire ear. If you would prefer headphones with your own music, most department stores carry "mood music" CD's without vocals that would suit your purpose, and they're inexpensive.

I had the same problem. I explained the problem to him and got him a headset. He kept the volume down and we got along fine and I got a new roomie at the end of the semester. TV is the bad one isn't it. That picture is very distracting.
