A lot of US citizens via treasury bonds and the like .

Did you mean US corporations ?
Or the US government ?

well when foreign countries or banks buy u.s. treasuries they are owed that money back plus interest which is secured by our government that has the ability if needed to tax us to repay that loan. why does our country keep borrowing? to pay things the govt needs now for military,social,educational,health etc. and the interest on money it already borrowed(i.e. natl. debt) and that is not able to wait for a surplus or postpone the services or benefits it delivers out to its citizens,businesses and allies.

Everyone who is a debtor.ie: foreign nations due to trade deficite, bond holders domestic & foreign, taxpayers entitled to refunds, etc, etc, etc.
