If he has just met you, then he is just trying to get down your pants. How would he really know that you are spectacular if he just met you.
If you have known each other for a while, he may be "safely" letting you know that he appreciates you for who you are but in a way that is MORE than just friends. He is gently letting you know that he is "interested" in you.

It would depend in what context he uses it.
He may indeed find you very pleasing on every level and in that sense, spectacular.
Then again, he may have said "You're spectacular BUT..."
