Meaning, I assume, that when you try to delete something from system areas or a different user's profile it prompts you confirm an administrator's identity?
If you're storing documents in a system area or another user's profile, move them to your profile - somewhere under Leo\documents - so it doesn't prompt you when you want to do things to them.
Other than that, you shouldn't be getting these alerts very often unless you install things continuously or you have malware that's trying to do things. Malware (spyware, adware, viruses) is why Vista does this.
In my experience, the people who are most annoyed by this type of security are the ones who have malware. Clean up your computer before you consider disabling its self-protection.

1. Open Windows Firewall by clicking the Start button , clicking Control Panel, clicking Security, and then clicking Windows Firewall.
2. Click Turn Windows Firewall on or off. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
3. Click Off (not recommended), and then click OK.

go to control panel, security, all security setting is in there you can disable what you want exactly......I really can't understand what you need exactly....but if you want to disable user account control,go to control panel, user accounts and family safety, then go to user accounts and choose turn on or off account control.
