the 4.2 means that the slope of the line is 4.2 so we put the equation in pt slope form.

y+2=4.2(x-8)

then solve for y

y=4.2x-33.6-2
the equation in slope intercept form is... y=4.2x-35.6

Now for perpendicular

the opposite of 4.2 is -1/4.2 or about -.24

so same process

y+2=-.24(x-8)

then solve for y

y=-.24x-.09524 is the equation of the perpendicular line

Look at the eqn for y and rewrite it:
y(x) = 4.2 x - 12.6 + 1 = 4.2x - 11.6
the slope is m = 4.2
So a line parallel to the one above will have a slope of m = 4.2
y(x) = 4.2x + b where b is the y-intercept
y(8) = 4.2(8) + b = -2
b = -2 + 33.6 = 31.6
the parallel line is y(x) = 4.2x + 31/6

Now for the perpendicular line; the slope will be the negative reciprocal of the first slope: m1 = -1/m, with m from above
m1 = -1/4.2
The new equation will be y1(x) = m1x + b1 where b1 is the y-intercept
y1(8) = (-1/4.2)(8) + b1 = -2
-8/4.2 + b1 = -2

-2= 4.2*8+b --> b = -35.6
So y = 4.2x -35.6 for parallel line

y = - 1/4.2 x + b =
-2 = -8/4.2 = b --> b = -.09524
So y = -x/4.2 -.09524 for perpendicular line
