Well, I'm a girl but the older I get the more I realize that sexiness has not one thing to do with men. It has to do with YOU: your confidence, your wearing clothes that bring out the best in your personal sense of style, your knowing what you want and not accepting less (at work, in relationships, in bed), and your always improving yourself. Most of all, laughing a lot and loving your life.
Note that most of these qualities are the same things that will make you the most satisfied in your life in general. That's what sexy: A woman who truly knows herself and loves who she is. Men can enrich your life, but they can't make you any more or any less than you already are on your own.

I agree with all the previous answers, you definitely have to be confident that you are sexy no matter what you are wearing. Also, dress chic, but not slutty. It's fine to show a little skin but definitely leave most of it to the imagination. Being sexy is something that takes time for because you need confidence, odds are the person that asked is young and she is looking for a more direct answer. Her confidence will grow with time.

I think the most important thing about being sexy is believing that you are sexy and having the confidence to be yourself. Your inner radiance is what makes you sexy. More so than sexy clothes, which does help. lol
