Too little, too late. Unless you are hoping we'll keep the 160,000 US troops plus the 180,000 mercenaries in Iraq for the foreseeable future. Because that is what it will take for any kind of stability since the Iraq government is in shambles and there is little hope of that changing anytime soon.

Hopefully, the trend will stick. However, one month of lower deaths is an opportunity to be cautiously optimistic not celebrate another premature victory.
