When an inmate first arrives to prison they go to a reception unit. This unit issues them the things they need and assesses them for correct placement with in the prison system. They tend to be isolated away from the general population of the prison during this time. They will then get moved to the appropriate facility once reception is complete (may be in the same facility).

An inmates jail status - Reception would mean he / she is still undergoing the formalities of being assessed, probably having medicals etc and will be placed in a more permanent prison on finalizing of the reception formalities.
