I don't believe that MOST parents are going to commit to a life-long responsibility for a few bucks. You would have to be "challenged" to think that getting $5000 offsets the cost of rearing a child for 18 years. Kids are expensive.

Furthermore, isn't her proposal a "refund" where you would have to make x amount before you qualify? As such, it wouldn't be available to the underprivileged anyway.
