From SmackDown, the Great Khali was given a monster push as Champion to go along with his monster looks. While I don't think he's ready for Prime Time, I would have to give the greatest monster heel of 2007 award to the Great Khali for that reason alone.
Honorable Mention(s):
"The Samoan Bulldozer" Umaga has been given a decent monster push on the WWEs' "A" show, Raw. I also think Umaga has had the shortest face turn in wrestling history, one week, maybe two? With his intensity he brings as a heel (most heels are cocky and laid back, snobbish), Umaga will may take this award by years' end.
Big Daddy V(iscera) ... This guy has received a monster push on a roster that is smaller than the roster of a preschool class. It's just so happens, that small roster boasts some of the most talented up and coming talent that could go toe-to-toe with many on WWEs' "A" and "B" shows and put more @$$e$ in the seats than the "A" and "B" rosters combined. Big Vis, if thrusted into the main event scene on SmackDown or Raw, could very well make a credible champion and may win the greatest monster heel award of 2007. (Just don't chant "We Want Puppies!")
Dishonorable Mention(s):
Mark Henry being billed as "The Worlds' Strongest Man" should give him instant credibility as a monster heel. However, jobbing to the Undertaker (at least twice so far) takes away all momentum he had. The WWE ruined Mark Henrys' monster push by booking him against a single opponent, the Dead Man. It would have been better to book Henry in a triple threat match than a singles match against someone like the Undertaker.
Snitsky: Well, "It's Not His Fault" the WWE pushes him for one week out of each month then forgets he is on the roster the remaining three weeks. He was more believeable when he debuted and when he was a parody with the freaks in the WWE. He reminds me of Glen Jacobs (Kane), someone who had horrible gimmicks who will likely be pulled from television only to return six months later with a new heelish type gimmick that will push him into main events based on gimmick alone. Hopefully, the WWE won't drop the ball like they did with the Kane character.

I sure as hell would be surprised.
If Cena can tear through Umaga, Orton, Edge, Great Khali, and others, I can't imagine him losing to Big Daddy V. Fans still haven't forgotten his comedy routine on Raw. He'd have a better chance at succeeding on Smackdown.

The flood was a sad fact, not just a story. God is also infinitely just. But he made a covenant with the world that He would nor destroy it by flood again - by the rainbow. Just about every culture has a great flood 'story'.
