Call the office that you filled out the paperwork and had your pic taken at. It is probably on it's way. If you had with you all of the required proofs of i.d., then don't worry.

Mine took a little longer as well. Don't you have a temporary one to make due for the time being? If so, it has the same functions a regular one except it's on paper.

Well, how long has it been? It'll get there, just because the DMV sayd it will be there in 2-3 weeks, doesn't always mean it will be.
