All you have to do is watch the movie and find clothes like what he wears in the movies. If you go to a Halloween store that sells costumes you could probably find something similar but you might have to accessorize.

Ok, here is how Washington Irving described Ichabod when he first introduces him into the story.
"He was tall, but exceedingly lank, with narrow shoulders, long arms and legs, hands that dangled a mile out of his sleeves, feet that might have served for shovels, and his whole frame most loosely hung together. His head was small, and flat at top, with huge ears, large green glassy eyes, and a long snip nose, so that it looked like a weathercock perched upon his spindle neck to tell which way the wind blew. To see him striding along the profile of a hill on a windy day, with his clothes bagging and fluttering about him, one might have mistaken him for the genius of Famine descending upon the earth or some scarecrow eloped from a
cornfield."
When he is preparing for the Van Tassel's party, Irving describes Ichabod's appearance as such
"The gallant Ichabod now spent at least an extra half hour at his toilet, brushing and furbishing up his best, and indeed only, suit of rusty black, and arranging his locks by a bit of broken looking-glass that hung up in the school-house.....
Ichabod was a suitable figure for such a steed. He rode with
short stirrups, which brought his knees nearly up to the pommel of the saddle; his sharp elbows stuck out like grasshoppers'; he carried his whip perpendicularly in his hand like a sceptre; and as his horse jogged on the motion of his arms was not unlike the flapping of a pair of wings. A small wool hat rested on the top of his nose, for so his scanty strip of forehead might be called, and the skirts of his black coat fluttered out almost to his horse's tail...."
Ok, so from these descriptions one of the first hin's I'd do is to look at adjusting facial appearance. Eyes I'd probably not worry too much about. If you wear contacts and don't already have green eyes then maybe you can get colored contacts to give you green eyes. Otherwise, unless you can figure out a way to give yourself green eyes don't bother with the eyes. But you may be able to find a fake nose and ears. You'll probably waht ears about twice the size of your own ears and a long skinny nose.
For clothes you want to try and get something that would fit in the late 1700s early 1800s. Or at least look as close to that as possible. They should be a rusty black color (believe me the color is possible as I saw it this past spring when shoping for a suit to wear to my grandmother's funeral, you'll know it when you see it cause it looks like black with a touch of either red or brown brushed on it) with a coat that has coat tails to it. These should probably hang down a ways, likely about halfway down your legs. Make sure the coat and the pants look baggy on you as it will both make you look thinner and better fit Ichabod's appearance. Also both the sleeves on the coat and the pant's legs should be a few inches short so that your hands and feet dangle well out of them.
The hat should probably be a tri-corner hat. Get some nice black or dark brown dress socks. Your hair should have a noticeable part in it and if it's kinda long in the back tie it into a pony tail with a black bow in it. Finally, the shoes should be a few inches to long for your feet, Ichabod's feet a clearly big since Irving describes them as possibly being used for shovles.
