Instead of a material gift, why not take her to a nice lunch or dinner with a few other friends and everyone can chip in to pay for her meal. Alternatives could be a day at the spa, or a movie, a tour somewhere she might be interested in or take her to have her horoscope done. You mentioned she enjoys cooking. Most Community Colleges offer unique cooking classes. Like..."Cook Greek for the day" or "Dishes from Tuscany" They cost about $40 on average and are usually 2 or 3 classes to teach the students a complete meal. Gift her a fun experience out. She'll love it.

Why not make a scrapbook for her? You could put pictures of things you all have done together, places you've been together, movies you've seen, etc.
You can put historical references in the book too: price of a gallon of gas, price of a stamp, who Miss America was this year, who won the KY Derby this year, etc.
Since she likes to cook, you could put a few of you favorite recipes in the book, or even do a couple of pages about what SHE likes to cook.
Gifts with a personal touch are usually the kind of presents a person never forgets. They seem to always hold a special place with the receiver of the gift.

ummm... i know what you mean that can be really tough.
if you want to do something creative, you can always make her a little winter survival kit (cuz winter is almost here), or you could make her a fleece blanket which is really easy to make, just e-mail me and i can tell you.
you also said she loves scrapbooking type stuff, so why not get into as well. i believe starbucks sells a coffee mug for 10 bucks and it has a clear frame on the outside were you can put an insert of anything you want. so you and decorate a piece of paper to put in the mug with pictures of you and your mutual friends. and alls she has to do is hand them the mug and they will fill it up in the mug for her.
there are a few idea's = )

I would get her a cookbook, some scrapbooking papers,
a gift card to one of her favorite stores so that she can go buy something else she wants, OR spend the day with her and take her out to eat somewhere--time with you is something she can't buy.

I would suggest getting a gift that would pamper this person like a pedicure, or a massage, or a facial. This type of gift allowes this person to relax and enjoy their special day. Maybe top off the birthday with a nice dinner and drinks.

uniquly enough, although people like this are usually labeled materialistic... they're not... I know a few people like this and they loooove and I mean luuuuve keepsake items that say i love you... they cherish and cherish and cherish them... i hate to say it but go to the bear mill or similar store and make them a teddy bear, you get an adoption card with it and attached a picture of you that says thanks for being my friend or happy birthday or whatevery.... they just love em' young and old... there may or may not be a bear mill or similar like store near you, but I hear they are everywhere... another good gift idea is a jewelry box, girls love that, they can never have too many, then they start delegating one for costume jewelry, one for real jewelry, one for beads and watches.... we girls like to talk even to ourselves and pretty journal is always nice too.

I always say a spa treatment, because even though we do for ourselves...we don't pamper ourselves the way we should. But you can't lose with a gift certificate. that way she gets what she wants.
