Homeless children are not up of adoption, unless they also do not have parents. When there are parents, there would have to be cause to remove the child, then time allowed for the parents to get back on track to regain custody of the child. During this process, the child is not available for adoption until parental rights have been taken away, as the first goal is to keep the child with their parents. When it comes to actual adoptable children, the courts must do everything within their power to insure the child is going to a safe home, although sometimes this fails, many more times the systems works to find the child a safe, loving home. The additional problem comes up when a child is either disabled, or older than 5 years old, then they fall into the hard to place category. This means they are not as desirable for adoption. The process is also a bit easier for these children.

Most homeless children are homeless with a parent, you could not adopt them anyway.

They make it difficult to adopt children so that adoption does not become a process for pedophiles to get their next victim.

I'm not sure why you related these two items.

it is "difficult" for the the safety of the child...and though there may be too much bureaucracy, it should be difficult, as it is better for a child to live in a home, than to ever be with anyone that may at any point abuse them... That was the premise for tightening the requirements.

One reason for the amount of homeless children, is
Pro-life people don't adopt
they talk a good game, just like the Pro-war people that don't go to Iraq
but when it comes to action----------NOTHING

The kids belong to their parents first, not to the government. Do you think the government should just snatch them up?
