Yes, society uses techniques of behavior modification to get the younger generation to behave. Mostly, it does this through praise. From infancy we are praised when our behavior is acceptable and scolded/punished when it is not. As adults, this training comes through as feelings. We feel bad when we're dishonest and feel good when we do a good deed.
But what is missing is a moral authority. When we understand that we've been trained like animals to behave, we are resentful. Society must be able to point to a moral authority and then all the behavior training can be seen as just supporting the true moral authority. That moral authority has to be God.
A society that is not grounded in God as the moral authority will have to depend more and more on psychological tricks like the communists used. Exhortations, coercions, fear, indoctrinations, etc.

All quite true. But 'religions' originally evolved to satisy the needs of societies for some 'unifying force' to explain all of the things that they saw around them. And it was kinda natural that a 'god' which had (so they believed) created their world and created them would have some rules for them to live by. And the shamans and prophets and seers all knew that and handed out guidelines that conformed to the morals of the group. No magic there.
And anyone who doesn't believe that religions evolve just like anything else really needs to become more familiar with the histories of the worlds religions.

Read your question again. Who makes determinations? You do. Morals are either passed along to you by someone else or you contrive your own. But you make the judgment - the determination - as to the relevance of the moral in your life. The source of morals ( religion, philosophy, ect) isn't the catalyst for you to conceptualize and determine the relevance of morals.

society, the decade, what people are going thru, the era. that type of thing.
and society isn't based on religion. name 20 people you talk to that actually go to church or strongly stick to some form of religion.
