CUt it off. A number of tools available, or tap and drill it

Hook a screw driver or small pry bar behind the bolt and gently pry out while screwing the bolt out. if the head is rounded off, grind the head down enough to get the strap off and drill a new hole to install the strap with a self tapping bolt.

Continued; And if all else fails cut it off flush with the surface, drill it out slowly (trying to stay centred and not deeper then the screw is long), then use the next size up to tap it and see if you can go to the next size screw without messing anything up.

Try a good big vise grip pliers. First file two opposite flat edges on the bolt head, then clamp the pliers as tight as you can to the bolt head flattened edges.
