Ok, lets get number and letters sorted out a bit:-

b / 4 -1 = -7

b / 4 = - 7 + 1 (if you change sides, change signs)
b/4 = -6

Sooooo, something (b) divided by 4 = -6.

Sounds like -24 to me

1. add 1 to both sides: b/4 = -7+1 = -6. Now multiply both sides by 4: b = -24.

Do the problem backwards. -7+-1=-6, -6*4=-24.

first at +1 to both side in order to cancel the -1 on the left side
you get b/4=-6
Then you multiply by 4 to cancel the the /4 on the left side
you get b=-6x4
which is B=-24
