You forgot ATC. Trained only in the event a hijacking ( previous answerer explained it ) is called in. Not a plane scramble on an early Tuesday morning. They can bearly handle that. While trying to pin point the issues before any false alarms went out, they delayed valuable time.
If you consider that the FBI/ CIA had prior knowledge of an event such as this yet chose not to alert the public let alone speak amongst themselves, the fault here lies higher up. Why have portions of the 9/11 Commission Report be classified? Presidential priviledge? Which President? The "Popular" one is in here thick as thieves. With Hillary's planned run in '08.
These guys you mention were middle men. They got info too late and some not at all. You blame Bush that look hard at WJClinton. And in his first months as President the WTC was bombed from below. Then GW 's first months above and a direct hit. Those are conspiracies I want investigated.

9/11 mostly happened because under President Clinton's administration the FBI and CIA were allowed a certain level of communication though when it was discovered that President Clinton had extensive ties to China's Ruling Communist party and do I mean the military section of the Communist party that had attended coffees in the White House he had Jamie Gorecki construct a wall that disallowed communication between the FBI and CIA so President Clinton couldn't be prosecuted for a range of crimes that could have potentially reached the level of Treason. This wall made it near impossible for the FBI (which is for Federal law enforcement within the US) to communicate and share information with the CIA (which is only allowed to work on issues outside of the US).
From an aviation standpoint FAA type reasoning. Historically speaking when someone hijacks a plane they usually just want to go somewhere for financial or political purposes. Very rarely are people killed and historically passengers, pilot and crew have been told to just do what the hijackers say and everyone has usually lived with just the inconvienience of being flown to someplace they didn't want to go.
