I have a 3.0gpa and 3.5 weighted gpa
clubs: student council, class of 2008-treasurer, fbla, aspira-treasurer, magnet board club, drama club, yearbook staff, Member of varsity girls’ golf, Big Brothers and Big Sisters Program, Elite Tutoring Program
I'm also organizing a nonprofit organization for the poor children in south american country since my freshman year, and i started the organization.
I took Honors,pre- IB, AP, and Dual Enrollment classes
i have 300 community service hours and 1000 SAT idont know my ACT score yet, but i plan to take SAT to reach 1270

will i have a chance to get accepted?
should i do early action and decision to get a better chance or enroll in the summer????????

It's a toss up. It depends on the application pool that applies when you do. UF is putting a freeze on the number of freshmen that they allow in due to overcrowding and budget cuts. Your chances on getting in are even worse if you come from a poor or working class family since they are cutting a lot of grants and finance aid to cover the costs of UF's debt and budget cuts. It costs UF more money to accept a poor or working class student than a student from a richer family. That and students with rich parents can donate more to the university and they are in the midst of a large donation campaign. Of course, most of that money will not go to students or undergrads. Most of it will go to UF administrators and research departments.

I dont answer these, but I clicked on your question out of curiousity and was apalled at the responses you got. I think you are in fine shape. Clearly you have a good shot. I have substantial experience in admissions process. I assume that you are Latina given your participation in Aspira and that is very positive. Your activities are solid and although you are in the middle to bottom of the pack academically they help pull you out. You could take the SAT again. Whoever told you UF is looking for 1300 on the SAT is crazy. You need to make sure that your essay is pointed, reveals what you can contribute that others can not, and draws the admission's board. you can do this!

If you are not a Florida resident -- then I think you have no shot at all.

If you are a Florida resident -- it doesn't look much better, but you do have a chance. The average HS GPA of those accepted is 3.80 and 75% of those accepted have a SAT score of 1140 or higher (with the average being about 1300).
