I think that either Parker or Todd could be a middle name, I know people have done that to pass on a last name that otherwise would be the last of the line. I think that two middle names would be appropriate (using either Todd or Parker). I like Parker as the last name but Todd is nice too.
I like Caleb Grant and Ashton Graham but I like Ashton Grant the best.
I like Hallie and Lillia, I'm not found of Samantha or Georgia.
My idea for you...
use Parker as the second middle name
Ashton Grant Parker Todd
Hallie Grace Parker Todd
Everyone's situation is unique and you know it better than any of us, I'm glad to give suggestions, but go with your heart.

I think Todd makes the most sense, since it's literally the first portion of your hyphenated version. Just makes things simpler as far as school, medical records, passports, etc. (if you ever wish to leave the country, I'm told it's much more difficult if the child doesn't share your surname, regardless of actual parentage). Just some things to keep in mind. ;)
That said, I think I'd order your boy choices (most to least favorite) Caleb, Ashton, Aidan, though admittedly, the flow of "-ton Todd" with Ashton isn't the best. Still I'd try to find a first name that fit the most logical surname, rather than vice versa (using Parker simply because it sounds better with Ashton), know what I mean? And I love the middle names Grant and Graham, though again, perhaps a bit abrupt next to Todd (especially ____ Grant Todd, because of the back-to-back Ts).
Of the girl list, I love both Lillia (slightly prefer the single L "Lilia" spelling, though) and Georgia, and both actually sound wonderful with Todd. :) Halley and Samantha are too popular for my taste, as are the middle names. Nothing wrong with them ... just not my style.
Hope that helps, and good luck choosing!

1) I would choose Todd as the last name as it is your name, and sounds better with the first names you've picked out.
2) I love Ashton Graham, and Ashton Caleb would be even better! Georgia Grace gets my vote for a girl, or Samantha Grace or Lillia Grace would also be nice.
Hope that helps - good luck!

Why not name the baby after the dad? How old are you? I like Lillian Grace Parker, and Aidan Ashton Parker.

I love Georgia Grace Parker, especially the GiGi nickname for a girl. For a boy, I like all of them, but Aidan Chistopher Parker is my favorite. I like the last name Parker...it's sofistocated.

Aidan Christopher Todd or Lillia Rae Todd.
It will save you hassle in the future if your last names match at least somewhat.
And congratulations! It's a difficult decision especially at your age, be proud.
