First time I have heard of this.
The only notable change recently is the law relating to smoking in that a person must now be 18 [eighteen] before being allowed to purchase tobacco and tobacco products.
Here what I have found so far : -
The Driving Schools UK, the primary resource for the learner ...UK Age Requirements for Learner Drivers The minimum age requirements for driving in Britain are 16 years for mopeds and tractors, 17 years for cars or ...
http://www.driving-schools-uk.com/legal_requirements.php
What you have probably come across is the general background debate on the issue of raising the age for driving here in UK.
Here's something on the debate : -
Driving Age Rumoursage driving, age driving legal, age driving limit, age driving uk, minimum driving age, age driving law, age driving legal uk, age driving limit test, ...
http://www.2pass.co.uk/driving-age.htm
There is a problem if the driving age is raised to say 21. This means that young soldiers/sailors and airmen and women etc., will not legally be able to drive in the UK until 21. This is total nonsense a young soldier of 18 must be able to learn to drive vehicles of various sizes.
Anyway, don't blame me - I've been driving since 1960 and have all the usual bad habits such as being in the wrong lane, especially when going around blessed Hyde Park Corner here in London. If you're from out of town, just don't think of driving there - .

Although I assume you are looking for additional factual support for your essay, I would like to offer some constructive critisism of your writing instead. First, I think your factual content is fine. You are obviously passionate about the subject. What I would suggest you change is the organization of the topics. When I was in high school, I learned about the "five paragraph essay" and what I learned was very helpful not only later in high school, but in college, law school and even today as a practicing lawyer. Your introductory paragraph should introduce each of the following paragraphs. For example, if your first point is, "it would make teenagers more responsible," as stated in your second paragraph, you should introduce the second paragraph in the second sentence of the first paragraph. The second paragraph should focus on that point and only that point. The third sentence in the first paragraph should introduce the third paragraph and the fourth sentence should introduce the fourth paragraph. The last paragraph is a conclusion, which should basically restate each point you made in the first paragraph. Each paragraph should be five sentences, it could be four to six, but try to use five. The first paragraph should only be five, as should the last paragraph. Each paragraph needs an introductory sentence, two to four (usually three, especially in the first and last paragraph) supporting sentences and a conclusion. That is it! You got a really good start, but as my old law school professor used to say, the key to excellent writing is revision, revision, revision. Once you organize the essay a bit,cut out unnecessary sentences, add a few details here and there, and focus your points, you will have a great essay. Remember that your teacher really doesn't care about the content, just how you organize the content. Good luck! BTW, I received my driver's license when I was 14, but I think that was too young. I think the key to good driving is in driver's training. I am sure that many 14, 15 and 16 year olds would make better drivers than many older adults, with the right training.

They would never be allowed to raise the driving age to above 21. You are legally an adult after 21, out of high school. Peopel would not be able to work and support their families. It might possibly change to age 18.

I highly doubt that will happen. I do know they were wanting to make a law that if you dropped out of school, they would take your license until you were 21 or if you haven't gotten them yet, make you wait until you're 21, either way this is ridiculous. It doesn't matter if you're 16 or 21, when you first learn how to drive, you're not going to be that great of a driver at first.

Each state has it's own laws for driving age. You would have to check with your state...maybe the state DMV website could shed some light on it. Try www.dmv.org.
