I would try any of the costume shops. Johnny Brocks is always a good choice, they usually have crazy things like that. You can call them tell them you are looking for a BLUE AFRO wig. They will know what you are talking about.

If you want a yellow stripe in it, they do make spray in gold that you can put on it. It is cheap like $2.50 a bottle. If you can't find a blue wig you can always get a light colored one and get some of that spray in blue and put that on the wig. It works I have had to do that before.
I might also try CHAD Theatrical, they are in St. Charles but they have good stuff! They will also ORDER it for you if they do not have it! They are usually cheaper than Johnnie Brocks on the prices.
What you are looking for is a Blue AFRO or Clown wig. You can find them on the internet, I used to work in a costume shop and sometimes you can get better deals by ordering online. Just a suggestion. Here are some places that I like to order from:
