Unless the breed is a hornless one, all cows have horns. They are usually dehorned by burning the horn buds when they are a calf. If the horns are allowed to grow to full size, dehorning is a tough and bloody business. Various machines like big bolt cutters are used but I have seen a chain saw used effectively.

If you want to sell your cattle, most transporters will refuse to take cows with horns intact as they can damage other cows.

Yes, all cows are born with horns, the farmer has to burn them off or cut them off. I have 3 dairy cows (female) and they have horns, we left them on. But most farmers cut them off because they can become dangerous with their horns.
