It depends on how you list it -- most tenants don't have their own refrigerators or stoves, and would need to have those provided by the landlord.
However, if the home is listed as being rented without a refrigerator or stove, you could probably get away with it.
If, however, they supply appliances, they are required to keep them in a safe and working condition.
However, some individual "city ordinances" may apply.

From my experience in renting and trust me I have a lot of experience in that area. I have never rented an apt. or home that did not provide both. And I never looked at any that didn't offer it. But to really answer your question no you don't have to provide it but you could be waiting awhile to get someone to lease it. Most people and I'm sure you may have been there don't have the extra money to buy these particular items and come up with a deposit and first month's rent.

If you are renting from a lessor/property owner, then you are the tenant/lessee/renter and what you have to provide will be between you and the property owner.
If you are renting TO someone, it's the same deal.
But I've never heard of a state having a statute that requires lessors/property owners/landlords to provide certain appliances.

Seams as tho it should be stipulated in your contract what the Landlord is providing. You as the tenant should make sure everything is specifically spelled out in the contract the way you want it to be or choose not to rent there.
