u need a provisional licence and you need to pass a cbt driving test to ride up to a 125cc and if your only 16 you can only ride upto 50cc moped but still need to do the cbt...and thats for two years only....any bigger bike you need to pass a further test

It depends on where you are from. Are you from the States or the EU? It isn't just Uncle Sam's children that browse over this site but if you were in Australia I would say that you still need a full driver's licence to operate a 125cc scooter and a full riders licence to ride a motorcycle over 250cc capacity.
You will require a Learners licence to rider the 250cc motocycle for the first 6 months and a Provisional one for three years because too many idiots are killing themselves on the 1 litre bikes as they think they can ride them!
Thank god I don't have to do any of that crap ever again, unless I get booked doing something really bad!!!!!!

So to clarify, your plan is to ride on dirt, to be ready to ride on pavement. Not so much. You will need to take at least the Basic Riders Course to come away with the piece of paper that says you have received basic rider safety training. That piece of paper will then open the door for you to have the opportunity to take a written test in some states, and a riding test in others before you have the opportunity to get a license. If you are so cheap you can't afford to pay for basic safety training, you have no business on the back of anything with two wheels because you are going to pose a danger to those around you. You have to understand there are costs associated with riding, and you either accept those costs, or you don't ride. You have to do basic maintenance, have the proper gear, etc. If you are not in a position to do what is right to be safe and maintain your ride, then you are not in a position to be ready to ride.

SOME states allow you to drive a 'moped/scooter' up to 50cc displacement. That is becoming rare, most states require at least a moped 'permit' now. I don't know of any place where you can operate anything above 50cc without a license. NC you need NOTHING, just get on it and go, SC is requiring a permit, but it is not enforced in the least. Just two places I know of

It depends on your location. I know for a fact in Illinois and Colorado you not only need a driver's license but also need a special category (L for small, M - for larger bikes). In Austria, on the other hand, you need a regular driver's license if you are less than 21 yo, and no license otherwise. This applies to smaller bikes/scooter up to 125 cc.
Check with your state dmv.

It all depends where you live.
In the UK definitely no. In mainland Europe, some countries allow you to drive sub 50cc bikes without a license.

yes. The law states that you must have a license to operate any vehicle which reaches 55 miles per hour or more. I am not sure which one that is though.
