Cubs-Yankees. First , because you would have the largest and 3rd largest TV markets represented. You have two teams that both have very strong followings, and you also have two teams that a lot of people hate. (Judging by the comments here at least) This might be a series that a lot of people turn in not necessarily to see one team win, but the other team lose.

Cubs-Yankees, easily. The Yankees are always the biggest draw. Chicago is a very large market also, and Cubs fandom is hungry like hippos for a championship (or even just a World Series appearance).
I don't care about ratings, but if it turns out to be a meeting of the smallest markets -- say, San Diego and Cleveland -- that's okay with me, because it is right and just that Fox suffer poor ratings.

I believe it would have to be the Cubs and the Red Sox. These are the two teams that have always come up short for the better part of the last 100 years, they both have great fans and I believe it would draw a lot of interest from fans other than those two teams. I know I would love to see it. Of equal interest would be the Cubs and the Yankees who many would view as David trying to knock off Goliath.

Cubs - Red Sox. They are the perennial underdogs / losers (I can say that because I'm a huge fan of both teams), and the most picturesque settings for World Series games! What more could you ask for?

If the Red Sox hasn't won in 2004, a Red Sox - Cubs matchup would be the highest rated WS in history.
This year I'd have to say the Sox - Cubs, or Yankees - Cubs would be very close in ratings.

two old franchises, both of which have had bad post-season luck (with the exception of 2004)
new york would probably be the second highest rated in the AL, but with the global popularity of the red sox recently i'd have to give them the edge.

Yankees vs Cubs. It is because the Yankees could shut their doubters up to prove that they can make it to the World Series, and the Cubs since they are alleged to suffer from the "Curse of the Billy Goat".
