It is a rod that is suspended from the top of the tank, so look up there. You need to turn off the water and power/gas before messing with it. You might reconsider and hire a plumber, however. See below.

Usually you have to remove the top can that covers the heater. This is not easy since the pipes come up through it. If you get that far, there will be a hexagon looking plug that is about 1-1/4" in diameter. After turning off the heater, and draining all pressure from your water system, you unscrew this plug counter clockwise. It will not be easy to unscrew. Below and attached to this plug is the rod. You can hacksaw it off of the plug or just buy another 1" pipe plug and after using teflon tape or pipe dope on the threads, replace it.

depending on the age of the heater, if your heater is 10 years old or more, I would replace the heater and remove the anode rod on the new heater. Most of them are hard as hell to get out, they put them in extremely tight. I have removed some where it took a 3/4 air impact wrench to get them out. The problem is: most of the time you have to take the heater out to be able to hold it, unless you can get an impact wrench in there. If it is an older heater and you have to remove it anyway, put a new one back in its place. Best of luck.
