It could be an ear infection, a brain tumour, or a neurological problem. Take the hamster to the vet.

My rabbit had the same thing and he had an inflammation of the brain, the vet told me there was no treatment and he would never recover, but he got better on his own and lived another couple of years. He picked it up from a bug, but he was not in pain whilst his neck was bent, may be a bit different for hamsters, still take him to the vet though

DEFORMED maybe??? take it to see a vet, maybe it broke something, and the bones grew back together weird.
