Why would Citigroup's shares be up 1.15 today when they reported quarterly earnings were going to be down 60%?

Maybe because the bad news was factored in in previous days ,
And the P/E is under 11 ,
And the dividend is pushing 5%
And they are near the 52 week low ?

Just about everything is up today but oftentimes a stock would go up because the news was not as bad as expected so shorts would cover.
