We're talking one English inch bigger. English shoe sizes are measured in inches - thus a size nine shoe = nine inches in length from heal to toe.
Yes a size ten will be bigger. However, it is highly recommended you use a larger shoe size in winter because this enables the wearer to put on two or even three pairs of socks.
The winter weather warning coming from all sources at the moment is for a big freeze here in UK. Get ready for it.

The additional size will vary a bit depending on the maker but will probably be about 4-5 mm longer and 3 mm wider.
They'll probably feel floppy, especially around the heel, but won't fall off. You just do the laces a bit tighter.
OR
You could wear thicker socks.

You should be ok with a size 10 if you insert an insole,
otherwise the shoes might rub, but I doubt if they would
fall off. The difference in size would only be a few millimeters.

depending on whether they are slip on or lace up then you will have a difference. wearing thicker walking boot type socks with laceups with only a little bit of room in the toe might be okay but wearing slip ons and being one size less it will slip off!

not necessarily, different shoes fit in different ways.
In converse I am an 11, and in Vans a 12.
All depends on the fit of the shoe, try them on and find out.
